Sometimes- I use incorrectly; placed, punctuation just...to, screw, with people, who habitually: read! Out loud...?
Side note: reading that sentence out load automatically turns you into William Shatner.

My dad will usually go up in tone at the end of sentence, like one does when asking a question. But he will not be asking a question. It is a little upsetting. I would like to blame his old age, but he has been doing it since I was a kid.

I have family in western PA. They always inflect their questions downward. It takes some getting used to.
